Meh... I'd Like to see your Chaplain try. Annyway, this army was just a diversion while I was at school and when the new Chaos Codex came out. I'm a fan of Space Marines, whether be Chaos or Imperial. I'm acctually restructuring my Space Wolves since the majority of my troop selections have vanished and all that's left are the charachters, elites and heavy support.

The paint on the face is ok, it's the rest that doesn't look good. The paint looks too runny, diluting it too much comes to mind, as what should be on his shoulders is currently hanging around his ankles. It also looks like you crammed too much paint onto it before it all dried as in some places it's mixed.

I personally don't think the colours go well at all, bright blue amongst metallics doesn't look good to the eye. I also think you have put more than 1 or 2 (even 2 is a lot) layers of paint on it, which is a bad thing.

Off topic a little, terminator lord with twin lightning claws > chaplain, I should know, I've done it. 8 Man assault squad with jetpack chappy vs 3 man chaos termie squad with said termie lord. Two termy casualties, 8 assault squad casualties + 1 jetpack chaplain curtesy of chainfist and twin lightning claws LTD.

There's only one layer of paint on the model. the reason it looks like that is because the primer had to be applied twice because it wasn't GW primer (emerson's with GW or Liquitex don't mix), plus I didn't thin the paint, and it sat there for two weeks after it had been primed.
